Topic 4: Locked PDF’s
It is not uncommon to run into a locked PDF. This means that the owner has it password protected to prevent copying and editing. Since making a document accessible is a form of editing, you will not be able to make a locked PDF accessible. You still have a few options though, such as finding an already accessible / digital copy of the document, contacting the owner for editing rights or the password, contacting the library, recreating the document (with permission from the owner), and searching for an alternative that is or can be made accessible.
